Exploring geometrically frustrated lattices beyond the conventional Kagome network offers new opportunities for tuning electronic correlations and topological band structures, yet such materials remain exceedingly rare. Here, we report the discovery and physical properties of the ternary compound Cs3Ti9Te13, characterized by a Ti-based Kagome-derived Mosaic lattice composed of triangles, squares, and pentagons. This compound adopts the Cs3V9Te13-type crystal structure with the hexagonal space group P {6}2m. Magnetic susceptibility measurements reveal Pauli paramagnetism, while electrical transport demonstrates metallic behavior dominated by electron-type charge carriers. Low-temperature specific-heat measurements yield a large Sommerfeld coefficient of mJ mol^{-1} K^{-2}. Combined analyses of the effective mass ratio, the Wilson ratio, and the Kadowaki–Woods ratio consistently indicate moderately enhanced electronic correlations in this system. First-principles calculations indicate that the density of states near the Fermi level mainly originates from Ti-3d orbitals, and the band structure simultaneously hosts van Hove singularities, Dirac points, and flat-band features in the vicinity of the Fermi energy. Discussion of the isostructural compound and the prototypical Kagome metal highlights the crucial roles of lattice geometry and d-electron filling in tuning the ground-state properties and electronic correlations. The discovery of Cs3Ti9Te13 not only expands the family of Kagome-derived materials but also establishes a promising platform for investigating the interplay between geometric frustration, electronic correlations, and topological electronic states.
