Instructions for Editorial Board Members - Appeal of a Rejection Without Review for Physical Review Letters

We judge that this manuscript clearly does not meet one or more of the Physical Review Letters criteria, and therefore have rejected it prior to any external review. We hope that by declining to send such papers to referees, we will save their time and ours. This will allow the authors to submit promptly to a more suitable journal, if appropriate.

The authors have appealed this editorial decision, and we now seek your advice as a member of the PRL Editorial Board. Please note that we ask only if review is or is not warranted, and do not at present require your view either for or against publication.

If you agree that the paper is clearly not suitable for Physical Review Letters and that review by anonymous referees is not needed, please provide a note of explanation which can be sent over your name to the authors. This will normally be your final action on this paper. As usual, the author retains the right of appeal to the Editor in Chief.

If your advice is that review is warranted, we would appreciate a brief summary of the issues that led you to this conclusion. Suggestions for suitable referees would also be helpful.
