Inelastic electron scattering is used to identify M8 transitions and assign Jπ=8- to states at Ex=8.314, 8.949, 9.974, 10.677, and 13.263 MeV excitations. Shell-model calculations within the model space [g92(f72-3)]8- suggest that the four lowest states are T=1 and the strongest excitation, to the state at 13.263 MeV, is T=2.
